Appropriates $5,101,943.18 from the Coronavirus State Fiscal Recovery Fund to the Town of Meadville, Mississippi for water and sewer infrastructure improvements for fiscal year 2023.

Requires the town to determine that all expenditures comply with Section 602 of the federal Social Security Act (as amended by the American Rescue Plan Act of 2021) and that recipients have not received duplicate reimbursement from other sources.

Mandates the town comply with the Single Audit Act and Uniform Guidance requirements regarding internal controls, sub-recipient monitoring, and audit requirements.

Requires the town to certify to the Department of Finance and Administration that all expenditures comply with U.S. Department of the Treasury guidelines for the Coronavirus State Fiscal Recovery Fund.

Makes the town or recipient liable to repay the State of Mississippi any funds determined by federal inspectors general to have been improperly expended, for repayment to the federal government.
