Appropriates $1,255,000 from the State General Fund to the Department of Finance and Administration for distribution to the Pattison Community Water Association for water system improvements during fiscal year 2023.

Requires the Department of Finance and Administration to determine that all reimbursements are for necessary expenditures eligible under Section 602 of the American Rescue Plan Act of 2021 before disbursing funds.

Mandates that recipients have not received and will not receive reimbursement for expenses from any other source, including insurance proceeds, before funds can be distributed.

Requires compliance with the Single Audit Act and Uniform Guidance regarding internal controls, sub-recipient monitoring, and audit requirements for all disbursed funds.

Effective July 1, 2022; requires the Department of Finance and Administration to certify that all expenditures comply with U.S. Department of the Treasury guidelines for the Coronavirus State Fiscal Recovery Fund.
