Appropriates $11,412,000 from the Coronavirus State Fiscal Recovery Fund to the City of McComb, Mississippi for repair and renovations of water, drainage, and sewer infrastructure for fiscal year 2023.

Requires the City of McComb to verify that each expenditure is eligible under Section 602 of the federal Social Security Act as implemented by the American Rescue Plan Act of 2021 before disbursing funds.

Mandates the city ensure no recipients receive reimbursement for the same expenses from multiple sources, including insurance proceeds and other federal funds.

Requires the City of McComb to certify to the Department of Finance and Administration that all expenditures comply with U.S. Department of the Treasury guidelines for the Coronavirus State Fiscal Recovery Fund.

Holds the city or recipient liable to repay the State of Mississippi any funds determined by federal inspectors general to have been improperly expended, which the state must return to the federal government.
