Appropriates $6,530,000 from the Coronavirus State Fiscal Recovery Fund to the City of Magnolia, Mississippi for water, drainage, and sewer infrastructure repair and renovations for fiscal year 2023.

Requires the City of Magnolia to verify that all expenditures are eligible under Section 602 of the federal American Rescue Plan Act of 2021 and that recipients have not received reimbursement from other sources.

Mandates compliance with the Single Audit Act and Uniform Guidance requirements for internal controls, sub-recipient monitoring, and audit requirements.

Requires the City of Magnolia to certify to the Department of Finance and Administration that all expenditures comply with U.S. Department of the Treasury guidelines for the Coronavirus State Fiscal Recovery Fund.

Establishes that if federal inspectors determine funds were misused, the responsible city or recipient must repay those funds to the State of Mississippi for federal repayment.
