Appropriates $2,000,000 from the Coronavirus State Fiscal Recovery Fund to the City of Jackson for fiscal year 2023 (July 1, 2022 - June 30, 2023) to assist with acquisition, demolition, and/or removal of blighted properties.

Requires the City of Jackson to make individualized determinations that expenditures are eligible under Section 602 of the federal Social Security Act as added by the American Rescue Plan Act of 2021 and verify recipients have not received duplicate reimbursement from other sources.

Mandates the city comply with the Single Audit Act and Uniform Guidance requirements regarding internal controls, sub-recipient monitoring, and audit requirements for all disbursed funds.

Requires the City of Jackson to certify to the Department of Finance and Administration that all expenditures comply with U.S. Department of the Treasury guidelines for the Coronavirus State Fiscal Recovery Fund.

Establishes that if federal inspection determines funds were improperly expended, the city or recipient responsible must repay those funds to Mississippi for return to the federal government.
