Appropriates $60,000,000 from the Coronavirus State Fiscal Recovery Fund to the Department of Finance and Administration - Office of Insurance for administering the State and School Employees' Life and Health Insurance Plan for fiscal year 2023 (July 1, 2022 - June 30, 2023).

Requires the department to verify that all reimbursements are necessary expenditures eligible under Section 602 of the American Rescue Plan Act and that recipients have not received reimbursement from other sources.

Prohibits use of appropriated funds to pay employee premium payments.

Requires the department to certify compliance with U.S. Department of the Treasury guidelines for Coronavirus State Fiscal Recovery Fund expenditures and establishes repayment requirements if federal inspectors determine improper use of funds.

Takes effect July 1, 2022.
