Appropriates $95,000,000 from the Coronavirus State Fiscal Recovery Fund to the Department of Finance and Administration - Bureau of Building, Grounds and Real Property Management for construction, repair, and renovation projects during fiscal year 2023.

Allocates funds to: Department of Corrections ($25,000,000), Department of Mental Health ($25,000,000), state institutions of higher learning ($12,500,000), public community and junior colleges ($12,500,000), and Department of Wildlife, Fisheries and Parks - parks ($20,000,000).

Requires the department to determine each expenditure is eligible under Section 602 of the federal Social Security Act as amended by the American Rescue Plan Act of 2021 before disbursing funds.

Mandates the department certify all expenditures comply with United States Department of the Treasury guidelines for Coronavirus State Fiscal Recovery Fund use and comply with the Single Audit Act and Uniform Guidance requirements.

Requires any recipient that improperly expends funds as determined by federal Inspector General offices to repay the improper amount to Mississippi for federal repayment.
