Appropriates $11,010,000 from the Coronavirus State Fiscal Recovery Fund to the Scenic Rivers Development Alliance for water, sewer, tourism, and economic development projects in Pike, Amite, Walthall, Wilkinson, and Franklin counties for fiscal year 2023.

Allocates funds by county: Pike County $3,400,000, Amite County $1,140,000, Walthall County $450,000, Wilkinson County $3,320,000, and Franklin County $2,700,000 for specific projects including golf course improvements, water parks, ballfields, and lake development.

Requires the alliance to certify that all expenditures comply with Treasury Department guidelines for the Coronavirus State Fiscal Recovery Fund and to verify recipients are not receiving duplicate reimbursement from other sources.

Mandates compliance with federal Single Audit Act requirements, internal controls, sub-recipient monitoring, and audit requirements under the Uniform Guidance.

Establishes that if federal auditors determine funds were improperly expended, the alliance or recipient must repay the State of Mississippi for federal reimbursement owed.
