Appropriates $30,000,000 from the State General Fund to the Board of Trustees of State Institutions of Higher Learning for University of Mississippi projects for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Allocates $15,000,000 for Healthcare Innovation initiatives: $8,000,000 for the Center for Diagnostics, Design, Devices and Biomechanics (D3B); $3,000,000 for Data Science and Artificial Intelligence; $2,000,000 for Healthcare Innovation Tech Hub Infrastructure; $2,000,000 for Nano-Bio and ImmunoEngineering Consortium

Provides $9,000,000 for the UM Early Education and Evaluation Center, described as a school for all young children

Directs $5,000,000 to the UMMC Coastal Center

Allocates $1,000,000 for the Declaration of Independence Center for the Study of American Freedom
