Appropriates $1,795,000.00 from the Coronavirus State Fiscal Recovery Fund to the City of Booneville for repair, replacement, adjustment and relocation of sewer lines and related infrastructure under and near the Northeast Mississippi Community College football field for fiscal year 2023.

Requires the City of Booneville to make individualized determinations that all expenditures comply with Section 602 of the federal Social Security Act (American Rescue Plan Act of 2021) and ensure recipients have not received reimbursement from other sources including insurance.

Mandates the City of Booneville comply with the Single Audit Act, Uniform Guidance internal control requirements, sub-recipient monitoring provisions, and audit requirements when disbursing funds.

Requires the City to certify to the Department of Finance and Administration that all expenditures comply with U.S. Department of Treasury guidelines for the Coronavirus State Fiscal Recovery Fund.

Holds the City or recipients liable to repay the State of Mississippi any funds determined by federal inspectors general to have been improperly expended, for repayment to the federal government.
