Appropriates $1,486,550 from the Coronavirus State Fiscal Recovery Fund to the Thrasher Water Association in Prentiss County, Mississippi for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Funds designated for construction, repair, replacement, expansion, upgrades, and improvements to the association's water system and related infrastructure

Requires the association to certify that all expenditures comply with U.S. Treasury guidelines for American Rescue Plan Act (ARPA) funds and ensure no duplicate reimbursement from other funding sources

Mandates compliance with the federal Single Audit Act and Uniform Guidance requirements for internal controls, sub-recipient monitoring, and audit requirements

Holds the association or any recipient liable to repay the State of Mississippi if federal inspectors determine funds were used improperly and the state must reimburse the federal government
