Creates the "Mississippi Architects and Engineers Good Samaritan Act" providing civil liability immunity for licensed architects and professional engineers who perform safety assessment services during declared emergencies at the request of public officials, without compensation beyond expense reimbursement.

Limits immunity to safety assessment services only (inspection and evaluation of structures for life safety and habitability), excluding design of repairs, demolition plans, construction documents, or construction administration which must be performed by Mississippi-licensed professionals.

Extends immunity for services performed during the emergency period or within 90 days following the emergency end date (unless extended by executive order) if the professional acted as a reasonably prudent person would have acted under similar circumstances.

Exempts out-of-state licensed architects and engineers from Mississippi licensure requirements when performing safety assessment services as Good Samaritans under this act, but excludes immunity for wanton, willful, or intentional misconduct.

Brings forward Section 11-46-9 of Mississippi Code (governmental entity liability exemptions) for potential future amendment; effective July 1, 2022.
