Authorizes the City of Kosciusko to levy a 2% tax on gross proceeds of restaurant sales for tourism and parks and recreation purposes.

Requires the governing authorities to adopt a resolution and hold a public election where 60% of qualified voters must approve the tax before it can be imposed.

Mandates the tax be published in local newspapers for at least three consecutive weeks, with the first notice at least 21 days before the election and the last notice no more than 7 days before.

Requires separate accounting and annual independent audit of tax revenues, which must be placed in a special fund and spent only for authorized tourism and parks and recreation purposes.

Sunsets on July 1, 2026, unless extended by the legislature.
