Authorizes the Town of Shuqualak governing authorities to expand and operate their water distribution system up to 15 miles outside the town's corporate limits.

Caps rates for customers outside corporate limits at twice the rate charged to in-town customers for the same service.

Does not exempt the town from obtaining a Certificate of Public Convenience and Necessity or from Public Service Commission rate regulation under Mississippi Code Section 77-3-1 et seq.

Effective upon passage.
