Authorizes the cities of Clinton and Raymond and the Town of Bolton in Hinds County to jointly create the Clinton/Raymond/Bolton Wastewater Authority as a political subdivision of Mississippi to collect, transport, treat, and dispose of wastewater

Establishes a board of directors with representation based on wastewater flow proportions, requiring each member agency to appoint one director for each 30% or less of total flow they represent

Grants the authority power to acquire property through eminent domain, construct and operate wastewater systems, enter contracts with public agencies and utilities, and set rates and charges for services

Authorizes the authority to issue revenue bonds to finance wastewater infrastructure projects, with bonds payable solely from authority revenues rather than backed by state or member agency credit

Requires all business decisions to be approved by three-fifths vote of the total board membership, and allows additional public agencies or utilities to join the authority with three-fifths board approval
