Reduces the service-connected disability rating requirement for disabled veteran license plates from 100% to 75% permanent disability as rated by the Veterans' Administration.

Allows qualified veterans to purchase up to two motor vehicle license plates and one motorcycle license plate annually for $1.00 total per plate, exempt from ad valorem and privilege taxes.

Extends the same license plate benefits to surviving spouses of deceased eligible veterans, allowing them to retain or apply for plates as long as they remain unmarried.

Requires veterans to provide proof of vehicle ownership at time of application and prohibits transfer of issued licenses to other persons.

Establishes penalties of a minimum $1,000 fine or 90 days in county jail for anyone evading provisions or fraudulently obtaining benefits under this section.
