Authorizes issuance of up to $390,000 in state general obligation bonds to assist the City of Starkville, Mississippi with costs associated with the Northside Drive Paved Channel project

Creates the "2022 City of Starkville Northside Drive Paved Channel Project Fund" within the State Treasury to hold and disburse bond proceeds for construction and improvements

Bonds must be issued before July 1, 2026, and may mature up to 25 years from the date of issue

Bonds are backed by the full faith and credit of the State of Mississippi, with the State Treasurer authorized to pay principal and interest from state funds if appropriations are insufficient

Bond income and the bonds themselves are exempt from all Mississippi state taxation
