Requires participating jurisdictions to compile and publish job listings by March 1 each year to local high schools and on government websites, including detailed descriptions with dates, duties, hours, and salary (minimum wage or higher)

Limits eligibility to students ages 16-19 who have not graduated high school and have no criminal convictions or pending charges beyond minor traffic violations, with priority given to students from households with greatest financial need

Requires parental consent letters and signed liability waivers from both student and parent/guardian before participation

Permits counties and municipalities to accept public or private funding for program administration and wages, award grants to nonprofits providing jobs, and contract with outside organizations to administer the program
