Authorizes school districts with "D" or "F" accountability ratings to establish Summer Youth Training Employment Programs in collaboration with local community or junior colleges for rising tenth-grade students

Requires programs to include three mandatory components: soft skills training (time management, teamwork, conflict resolution, communication), personal living skills (job applications, interviews, financial literacy), and education/academics preparation for vocational training or college

Students completing the program receive a certificate of completion and may receive a stipend if funding is available

Appropriates $2,000,000 from the State Legislature for program operation

Effective date of July 1, 2022
