Creates the Mississippi Board of Human Services consisting of 10 members with specified expertise appointed by the Governor (4 members including one prior service recipient and one attorney), Lieutenant Governor (3 members with federal/state funding and benefit program knowledge), and Speaker of the House (3 licensed master's level social workers with vulnerable population experience).

Requires Senate confirmation of all board appointments and limits members to two consecutive terms; establishes monthly meetings with a six-member quorum and removes members absent from three consecutive meetings without excuse.

Adds qualifications for the Executive Director of Human Services including strong administrative ability, knowledge of department service fields, understanding of the legislative process, and knowledge of state and federal funding streams, to be certified by the State Personnel Board.

Sets the Executive Director's salary by the board subject to State Personnel Board approval and designates the Director as the board's secretary and executive officer with authority to act when the board is not in session.

Takes effect July 1, 2022, with Section 43-1-2 repealing on July 1, 2023.
