Authorizes nurse practitioners, physician assistants, and clinical nurse specialists to prescribe or order home health services and plans of care, in addition to licensed physicians.

Permits nurse practitioners, physician assistants, and clinical nurse specialists to certify and recertify eligibility for home health services and conduct required initial face-to-face visits with recipients.

Amends the definition of "home health agency" to include services directed by nurse practitioners, physician assistants, and clinical nurse specialists alongside physicians.

Makes the amendments retroactive to May 8, 2020, and ratifies all actions taken by these providers on or after that date that would have been lawful under the new provisions.
