Establishes the "Forming Open and Robust University Minds (FORUM) Act" to protect freedom of speech on state institution campuses, including religious, political, and ideological expression.

Designates outdoor campus areas as public forums where members of the campus community can spontaneously assemble, protest, and distribute literature without designated "free speech zones."

Prohibits state institutions from denying religious, political, or ideological student organizations any benefits, privileges, or recognition available to other student organizations based on the organization's expression.

Requires state institutions to publish free speech policies in handbooks, websites, and orientation programs, and submit annual reports to the Governor and Legislature detailing barriers to free expression and disciplinary actions taken.

Allows persons or student associations to sue institutions for violations, with minimum damages of $5,000 if a violation is found, and establishes a one-year statute of limitations (with each day of violation constituting a new accrual date).
