Removes the limit on the number of special motor vehicle license plates that may be issued to a person with a disability that limits or impairs the ability to walk, allowing issuance for any vehicle registered in the applicant's name instead of a maximum of two vehicles.

Changes physician certification requirements for renewal of special disability license plates and windshield placards from annual to biennial basis, effective July 1, 2022.

Allows persons with personalized motor vehicle license tags issued under Section 27-19-48 who have a mobility-limiting disability to obtain a special decal bearing the International Symbol of Access for any vehicle displaying that personalized tag.

Establishes that physician certification for disability plates or decals must confirm the disability will last at least five years or for life, with renewal certifications required only every two years starting on the date of issuance or first renewal after July 1, 2022.

Takes effect July 1, 2024.
