Allows disabled veterans sued by creditors seeking to collect debts from disability benefits to appeal trial court decisions in forma pauperis (without paying court fees or costs).

Requires veteran defendants to file a motion for leave to proceed in forma pauperis in trial court along with an affidavit establishing disabled veteran status; if granted, no further application to appellate courts is needed.

Trial courts must state in writing the reasons if denying a motion to proceed in forma pauperis.

Permits disabled veterans who were allowed to proceed in forma pauperis at trial to continue on appeal without further authorization, unless the trial court certifies in writing that the party is no longer disabled.

Takes effect July 1, 2022.
