Allocates $1,300,000 for facility construction

Provides $470,888 for personnel salaries and fringe benefits, plus $103,790 for contract employees

Authorizes 5 full-time permanent positions for the new laboratory

Effective date of July 1, 2022, covering the fiscal year ending June 30, 2023
