Brings forward Section 63-7-73 of Mississippi Code requiring vehicles over ten tons gross weight to be equipped with rear-wheel protectors or flexible flaps to prevent throwing dirt, water, and debris on following vehicles.

Exempts pole trailers, dump trucks, and vehicles with "F" license tags from the rear-wheel protector requirements.

Requires protectors or flaps to be made of substantial materials approved by the Commissioner of Public Safety, with ground clearance not exceeding one-fifth the distance from rear axle center to flap center, and width at least equal to tire width.

Establishes penalties of up to $25 fine or 10 days imprisonment for first violation, and up to $100 fine or 20 days imprisonment for second conviction.

Effective date is July 1, 2022.
