Authorizes 25 new distinctive license plates for various organizations including Mississippi Main Street Association, Gautier Athletics, South Jones Touchdown Club, Starkville Academy, Girl Scouts of Greater Mississippi, Pro-Life Billboard Initiative, Lung Cancer Awareness, and multiple high schools and community organizations

Sets additional fees of $30-$50 for distinctive tags, with $24 of each fee distributed to the designated beneficiary organization, $1 to the Mississippi Burn Care Fund, $2 to the State Highway Fund, and $1 to the tag administration fund

Reauthorizes and extends deadlines to July 1, 2025 for several existing distinctive license plates including out-of-state university emblems, MIND Center at UMMC, Memphis Grizzlies, Mississippi Book Festival, and various high school plates

Creates a new "Female Veteran" distinctive license plate and adds branch emblems to disabled veteran plates, while allowing veterans to use valid driver's licenses with veteran designation as proof of service when applying for veteran plates

Establishes a new personalized license tag option with black background and white pinstripe border for $50, with $36.25 going to the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund
