Expands the definition of "telemedicine" to include HIPAA-compliant telecommunications, remote patient monitoring services, and store-and-forward telemedicine services, in addition to real-time audio-visual consultations.

Requires health insurance and employee benefit plans to reimburse out-of-network telemedicine providers under the same policies applicable to other out-of-network healthcare providers.

Mandates that health insurance and employee benefit plans reimburse providers for telemedicine services using proper medical codes with appropriate modifiers for interactive communication.

Prohibits plans from limiting coverage to provider-to-provider consultations only and clarifies that patient-to-provider consultations are not eligible for facility fees.

Sunsets the statute on July 1, 2025, and authorizes the Commissioner of Insurance to adopt rules and regulations for implementation.
