Mandates development of a universal net price calculator housed at NSPARC (National Strategic Planning and Analysis Research Center at Mississippi State) to help prospective students estimate actual college costs after financial aid

Establishes a new higher education data system by July 1, 2023 using secure technology to collect student-level data while protecting personally identifiable information from unauthorized access

Requires institutions to report data on student outcomes including completion rates, federal loan debt amounts, loan repayment rates, transfer rates, and post-graduation earnings disaggregated by demographics, enrollment status, and program of study

Prohibits sale of collected data to third parties and requires outcome metrics to be published in machine-readable format on institutional and governing board websites within four years of enactment
