Extends the repealer date from July 1, 2022 to July 1, 2025 for the provision allowing the Board of Trustees of State Institutions of Higher Learning to oversee and administer construction and maintenance contracts funded by state general obligation bonds

Maintains the board's authority to designate institutions annually as capable of procuring and administering construction contracts for buildings and facilities at state universities

Requires an agreement between the institution and the Department of Finance and Administration for each project before disbursement of general obligation bond funds

Allows institutions to appeal to the Public Procurement Review Board if the Department of Finance and Administration includes provisions that would invalidate an institution's designation as capable of managing such projects

Effective date of July 1, 2022
