Creates the Mississippi Healthy Food and Families Program to provide matching dollar incentives for eligible fruits and vegetables at farmers markets and retailers.

Defines "eligible fruits and vegetables" as fresh or frozen, whole or cut fruits and vegetables without added sugar, fat, oil or salt.

Requires the Department of Agriculture and Commerce to fund qualified nonprofit organizations that will distribute incentive dollars to participating farmers markets and retailers to double purchasing power for Mississippi residents with limited access to fresh produce.

Mandates that at least 90% of program funds be distributed to farmers markets and retailers for healthy food incentives, with a maximum of 10% allowed for administrative costs.

Establishes program guidelines and eligibility requirements consistent with the U.S. Agriculture Improvement Act of 2018.
