Creates the "Small Municipalities Security Cameras and Equipment Fund" to provide grants to Mississippi municipalities with populations of 5,000 or fewer for purchasing and installing security cameras and surveillance equipment

Authorizes issuance of $5,000,000 in state general obligation bonds to fund the grant program, with bonds prohibited from being issued after July 1, 2026

Limits grants to a maximum of 75% of project costs, with no municipality receiving more than $30,000 in total grant funds per calendar year

Department of Public Safety administers the grant program and establishes application requirements and procedures

Bonds mature within 25 years, are tax-exempt in Mississippi, and are backed by the full faith and credit of the state
