Establishes a pilot program administered by the Department of Public Safety to provide grants to five specific municipalities (Ruleville, Tutwiler, Lambert, Shaw, and Webb) for acquiring and installing security cameras and surveillance equipment.

Caps grant funding at $50,000 per municipality, with municipalities required to submit applications describing their projects and funding needs to the Department of Public Safety.

Creates the "Small Municipalities Security Cameras and Equipment Pilot Program Fund" in the State Treasury to hold grant funds.

Authorizes the issuance of $250,000 in state general obligation bonds to fund the program, with bonds to be issued by the State Bond Commission and not after July 1, 2026.

Specifies that bonds are general obligations backed by the full faith and credit of the State of Mississippi, mature within 25 years, and are exempt from state taxation.
