Creates the "Sexual Assault Response for College Students Act" requiring all higher education institutions to adopt comprehensive policies addressing sexual assault, domestic violence, dating violence, sexual exploitation, and stalking by August 1, 2023.

Mandates policies include definitions of consent, reporting procedures, prohibition on retaliation, amnesty for alcohol/drug use during reporting, interim protective measures, complainant rights, and penalties for violations.

Requires institutions to publish policies prominently on websites with contact information for Title IX coordinators, confidential advisors, campus/local law enforcement, and nearest medical facilities for forensic examinations.

Establishes confidential advisors to provide counseling and support to complainants, respondents, and survivors without triggering mandatory reporting requirements or complaint procedures.

Specifies complaint resolution procedures must use preponderance of evidence standard, provide timely notice and defined timelines, allow advisors/attorneys, permit remote testimony, prohibit student involvement in investigations, and protect party privacy.
