Authorizes issuance of up to $12,000,000 in state general obligation bonds to fund construction, furnishing, and equipping of a new cafeteria and related facilities at Jackson State University

Creates the "2022 Jackson State University Cafeteria Construction Fund" within the State Treasury to receive and disburse bond proceeds

Bonds must be issued by July 1, 2026 and mature within 25 years from date of issue

Bonds are backed by the full faith and credit of the State of Mississippi and are exempt from all state taxation

State Bond Commission is authorized to determine bond terms, sale method, and handle all aspects of issuance and sale
