Removes the freeze on Medicaid provider reimbursement rates that had been locked at July 1, 2021 levels

Establishes a 30-day notice requirement for the Division of Medicaid to notify legislative committees (Medicaid and Appropriations) before any proposed rate changes take effect

Creates a review process allowing committees to hold meetings and public hearings on proposed rate changes, object to changes, and make recommendations, but explicitly denies committees authority to veto or revise rate changes

Prohibits the Division of Medicaid from contracting with or making capitated payments to any managed care entity that has executed a settlement agreement exceeding $50 million with Mississippi or any other state related to allegations of Medicaid fraud, waste, abuse, or overpayments

Directs the Division of Medicaid to select a Mississippi nonprofit corporation as an additional managed care provider to join the existing managed care entities contracted as of January 1, 2022
