Reenacts the Small Business and Grocer Investment Act (Sections 57-10-701 through 57-10-709), which authorizes the Mississippi Development Authority to establish programs providing grants, loans, and technical assistance for healthy food retailers in underserved communities

Extends the repealer date for the Act from July 1, 2022 to July 1, 2025, giving the program three additional years of operation

Eligible projects include new construction of grocery stores, store renovations, farmers' markets, food cooperatives, mobile markets, and distribution projects that improve access to fresh fruits and vegetables in Tier Two or Tier Three designated counties

Funding may be used for site acquisition, construction costs, equipment, workforce training, security, market studies, and working capital for initial inventory

Prohibits direct state funding to food retailers but allows state funds for the Mississippi Development Authority's administrative duties in overseeing the program
