Establishes a Housing Repair Grant Program administered by the Department of Finance and Administration to provide grants up to $25,000 per household for significant home repairs

Eligibility requires applicants to be 62 years or older (or disabled per Social Security Administration), own at least 50% of their primary residence, and have annual income not exceeding $12,000 for single-person households or $16,000 for households of two or more

Creates the Mississippi Housing Repair Grant Fund as a special non-lapsing fund in the State Treasury to finance the program

Authorizes issuance of up to $50,000,000 in state general obligation bonds with maximum 25-year maturity to fund the grant program

Requires grant funds to be allocated among the four congressional districts proportionally based on each district's share of the state's population living below the federal poverty level
