Authorizes county boards of supervisors to require a Social Security card, driver's license, or state identification number from anyone opening a garbage or rubbish collection account, effective July 1, 2022

Allows boards of supervisors to notify the Commissioner of Public Safety of unpaid garbage fees that are delinquent more than 90 days, after providing notice and a hearing opportunity to the debtor

Prohibits the Commissioner of Public Safety from issuing or renewing a driver's license for anyone delinquent on garbage fee payments until all fees are paid

Permits boards of supervisors to report delinquent garbage fee information to consumer credit reporting agencies after proper notice is provided

Requires designated county officials or billing entities to identify delinquent accounts and notify the Commissioner of Public Safety before the first of each month regarding licenses that should not be issued or renewed
