Creates the "Mississippi Veterans Home Perpetual Care Fund" as a special trust fund in the State Treasury for administration, renovation, maintenance, and operation of Mississippi Veterans Nursing Homes

Principal of the fund remains permanently intact and does not lapse into the State General Fund at the end of each fiscal year

Expenditures from interest or investment earnings may be made upon requisition by the Executive Director of the Mississippi Veterans Affairs Board

Principal can only be accessed after the Governor declares an emergency or special need, with affirmation by the Mississippi Veterans Affairs Board

Fund receives a portion of monies transferred under Section 27-19-56.524, in addition to any direct appropriations
