Creates a special trust fund in the State Treasury called the "Mississippi Veterans Cemetery Perpetual Care Fund" for administration, renovation, maintenance and operation of Mississippi Veterans Cemeteries.

Principal of the fund remains permanently intact and does not lapse into the General Fund at fiscal year end; interest and investment earnings are credited back to the fund.

Expenditures from interest or investment earnings may be made upon requisition by the Executive Director of the Mississippi Veterans Affairs Board for cemetery operations.

Expenditures from the principal require a declaration of emergency by the Governor and affirmation by the Mississippi Veterans Affairs Board.

Fund's principal shall consist of an initial transfer of monies from the Mississippi Veterans Affairs Board's account in the State Treasury and a portion of monies transferred under Section 27-19-56.524; effective July 1, 2022.
