Expands Medicaid eligibility to include individuals under 65 years of age who are not pregnant, not enrolled in Medicare, and have income not exceeding 133% of the federal poverty level.

Eligible individuals under the new paragraph (28) must not be eligible for Medicaid under any other existing provision of state law.

Provides benchmark coverage or benchmark equivalent coverage as defined under Section 1937 of the federal Social Security Act to newly eligible individuals.

Division of Medicaid determines eligibility for covered individuals and must redetermine eligibility at least as frequently as required by federal law.

Effective date is July 1, 2022.
