Appropriates $55,000,000 from the Coronavirus State Fiscal Recovery Fund to the State Department of Health for the COVID-19 Mississippi Local Provider Innovation Grant Program for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Requires the Department of Health to verify each disbursement is eligible under the federal American Rescue Plan Act of 2021 (ARPA) Section 602 guidelines before releasing funds

Prohibits funding recipients from receiving reimbursement for the same expenses from other sources, including insurance proceeds

Mandates the department certify compliance with U.S. Department of Treasury guidelines for Coronavirus State Fiscal Recovery Fund expenditures to the Department of Finance and Administration

Holds the department or recipient responsible for repaying the State of Mississippi if federal inspectors determine funds were used improperly and require repayment to the federal government
