Appropriates $3,000,000 from the Coronavirus State Fiscal Recovery Fund to the Mississippi Rural Physicians Scholarship and Loan Repayment Commission for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Funds are designated for a loan repayment program established under separate legislation during the 2022 Regular Session

Requires the commission to verify each expenditure complies with American Rescue Plan Act (ARPA) guidelines and that recipients have not received reimbursement from other sources for the same expenses

Mandates compliance with federal Single Audit Act requirements and Uniform Guidance provisions for internal controls, sub-recipient monitoring, and audits

Holds the commission or recipients liable to repay the State of Mississippi if federal inspectors determine funds were used improperly and the state must reimburse the federal government
