Appropriates $14,100,000 from the Coronavirus State Fiscal Recovery Fund to the Black Bayou Water Association for fiscal year 2023 (July 1, 2022 - June 30, 2023)

Funds water system improvements including removal of organic material from well water, distribution system upgrades, service pumps, well motors, and related equipment in Washington, Issaquena, and Bolivar Counties

Requires compliance with Mississippi State Department of Health requirements to protect health, safety, and welfare of residents

All expenditures must comply with American Rescue Plan Act (ARPA) guidelines and federal Single Audit Act requirements, with certification to the Department of Finance and Administration

Association or recipients must repay the State of Mississippi if federal inspectors determine funds were used improperly and the state is required to repay the federal government
