Increases annual Municipal Fire Protection Fund from $4,850,000 to $7,500,000, with each municipality receiving a base $6,000 and remainder distributed by population.

Increases annual County Volunteer Fire Department Fund from $4,850,000 to $7,500,000, with each county receiving a base $30,000 and remainder distributed by population.

Expands allowable uses of fire rebate funds to include emergency medical services training and equipment for both municipal and county fire protection services.

Allows municipalities and counties to provide reasonable remuneration to volunteer firefighters using fire rebate funds in accordance with Commissioner of Insurance guidelines.

Creates the "Mississippi First Responders Health and Safety Trust Fund" with $500,000 annually from fire insurance premium taxes to assist with benefits required by the Mississippi First Responders Health and Safety Act.
