Adds the killing of a utility worker to the list of offenses that constitute capital murder in Mississippi, effective July 1, 2022

Applies when the utility worker is killed while acting in their official capacity and the perpetrator knew the victim was a utility worker

Defines "utility worker" as any person employed by, providing service for, or contracted by a public utility, including municipal, county, or state-owned utilities and utility districts

Capital murder carries more severe penalties than first-degree murder under Mississippi law, including the possibility of the death penalty or life imprisonment without parole
