Prohibits motor vehicle manufacturers, factory branches, distributors, and subsidiaries from owning, operating, or controlling dealerships for the same vehicle types they manufacture or distribute, or from obtaining new motor vehicle dealer licenses, except as expressly allowed.

Allows manufacturers to temporarily own and operate a dealership for up to one year during transition between licensed dealers, with possible extensions for good cause shown by the Mississippi Motor Vehicle Commission.

Permits manufacturers to own dealerships while partnering with independent investors who make significant, unencumbered initial investments and can reasonably acquire full ownership within a reasonable timeframe.

Exempts plug-in electric vehicle manufacturers from the ownership prohibition if they continuously held a dealership license since August 1, 2021, do not transfer ownership to another licensee, and meet specific criteria including U.S. domiciliation and physical U.S. operations.

Takes effect July 1, 2022.
