Waives tuition and mandatory fees at Mississippi public community and junior colleges for foster children, children adopted after age 9, and wards of the state under age 21

Requires students to maintain a 2.25 GPA, complete FAFSA, and enroll within 2 years of high school graduation or GED completion

Limits eligibility to 3 years after first college admission and a maximum of 60 semester credit hours

Requires the Department of Child Protection Services to verify student eligibility and report annual participation numbers to the Legislature by January 1 each year

Directs the Mississippi Community College Board to report graduation rates of participating students annually and establish rules for program administration
