Requires all driver's license personnel to be trained to accept civil rights complaints effective July 1, 2022.

Allows applicants who have never been issued a social security number to obtain a driver's license by filing an affidavit under penalty of perjury instead of providing a social security number.

Specifies 11 types of documents applicants may present to prove Mississippi residence, including utility bills, bank statements, employment verification, insurance policies, tax documents, and motor vehicle registration, requiring at least two documents.

Authorizes the Department of Public Safety to issue a certificate for driving to persons with authorized temporary U.S. presence (valid 1-5 years) and persons with disabilities who complete the driving test but not the written test (valid 4 years for work-related travel only).

Establishes that certificates for driving are clearly distinguishable from driver's licenses and marked "FOR DRIVING PURPOSES ONLY - NOT VALID FOR IDENTIFICATION."
